The purpose of this Funding Opportunity Announcement (FOA) is to support investigative and collaborative research focused on understanding the long-term effects of natural and/or human-made disasters on health care systems serving health disparity populations in communities in the U.S., including the U.S. territories. NIH-designated health disparity populations include racial and ethnic minorities (Blacks/African Americans, Hispanics/Latinos, American Indians/Alaska Natives, Asians, Native Hawaiians and other Pacific Islanders), sexual and gender minorities, socioeconomically disadvantaged populations, and underserved rural populations.

Rural Tribal COVID-19 Response Program

This notice announces the opportunity to apply for funding under the Rural Tribal COVID-19 Response (RTCR) program. The RTCR program is a Health Resources and Services Administration (HRSA) initiative focused on addressing the novel coronavirus disease (COVID-19). The purpose is to provide maximum flexibility to assist tribes, tribal organizations, urban Indian health organizations, and health service providers to tribes to prevent, prepare for, and respond to the coronavirus and the evolving needs in rural communities. Specifically, this program will provide funding to assist tribes to engage in activities that may include, but are not limited to: establishing testing sites, purchasing test kits, implementing telehealth strategies/activities, purchasing personal protective equipment (PPE) and other supplies, and hiring and/or training health care providers and other health care personnel to provide care for COVID-19 patients.

Supporting Tribal Public Health Capacity in Coronavirus Preparedness and Response Department of Health and Human Services Centers for Disease Control – OSTLTS

On March 6, 2020, the President signed into law the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (P.L. 116-123). This act provides funding to prevent, prepare for, and respond to Coronavirus Disease 2019 (COVID-19).

To support tribal public health emergency response to COVID-19, the Centers for Disease Control and Prevention (CDC) is announcing a new, non-competitive grant CDC-RFA-OT20-2004 Supporting Tribal Public Health Capacity in Coronavirus Preparedness and Response. CDC is awarding at least $40,000,000 under this funding opportunity to Title I and Title V tribal nations to strengthen the tribal public health system to carry out surveillance, epidemiology, laboratory capacity, infection control, mitigation, communications, and other preparedness and response activities in response to COVID-19.

The purpose of this notice is to announce the availability of emergency supplemental funding to prevent, prepare for, and respond to COVID-19 for the American Indian/Alaska Native (AI/AN) tribal nations and regional AI/AN tribal organizations that were previously awarded funding under Strategy 1 under CDC-RFA-OT18-1803: Tribal Public Health Capacity-Building and Quality Improvement Umbrella Cooperative Agreement.

Priorities
In the FY 2020 AmeriCorps Indian Tribes competition, CNCS seeks to prioritize the investment of national service resources in:

  • Economic Opportunity – increasing economic opportunities for communities by preparing people for the workforce.
  • Education – improving student academic performance in Science, Technology, Engineering, and Mathematics (STEM), and/or serving students who attend Bureau of Indian Education (BIE) schools
  • Healthy Futures – reducing and/or preventing prescription drug and opioid abuse.
  • Veterans and Military Families – positively impacting the quality of life of veterans and improving military family strength.

Application Deadline
The deadline for applications to the 2020 NOFO is Wednesday, May 6, 2020 at 5:00 p.m. Eastern Time. CNCS expects that successful applicants will be notified by Monday, July 6, 2020.
